They've already stolen all the money from Social Security, so now they want to create a new fund to dip their dirty, stinky, butthole scratching, fingers into. Hey, why not?? Fuck it. I'm just gonna mail my checkbook to Washingtion. It'll be a lot more efficient than creating a whole new bureaucracy. I'll sign 'em and Nancy Pelosi can spend 'em.
